Overview

Locations Africa Projects is an entity with specialized focus in the promotion, growth and development of film friendliness and value chain our work includes the setting up and facilitation of Film Commissions/Offices/Desks across the world with our team of experts who have over 30 years of experience in the sector. Having work in the governmental system and in the private sector both particular to film and the creative economy.

Our outlook to this project is to approach it as if to build mini film commissions, allowing us to streamline the work of government down stream through leanerships, to ensure that the key strategic thrusts of the Commissions’ work is not lost in the chain of delivery throughout the province.

The outcome of the sessions will respond in the main to the 6 desired outcomes through the following strategic areas of focus.

- How to motivate for incentives of shooting in a particular are/region whether financial or otherwise in-kind incentives to help alleviate budget constraints for producers.

AUDIENCE DEVELOPMENT

- Encouraging the local communities to watch local films but also to inculcate a community of film friendliness toward production and how to manage public participation and on-lookers. Citizen awareness programs

INDUSTRY ALLIANCE

- Knowing who the industry is in south Africa and how the various bodies and institutions work together to make the process of filmmaking a smooth one

INDUSTRY INTELLIGENCE

- Research of the region and research of the potential work to enter an area in order to gear up for an approach

Filmmakers require one simple thing, a film friendly environment. A place of work to do the work without hindrance. The training we will offer is garnered toward more knowledge of the filmmaking processes and value chain and how and when assistance is needed the terminology we base the training on is “Film Facilitation” and how to facilitate the process of filmmaking effectively.

Key Areas of facilitation training are

1. Roles of a film office/commission  and how the municipal office  or tourism offices can compliment these roles enabling institutional cooperation;
2. Financial commitments needed year on year;
3. Locations access – Knowing the locations, knowing the amenities required and available, knowing the properties (public and private) road access, safety, water, electricity, and other elements;
4. The process of filming, the value chain from Pre-production to distribution;
5. The needs of a set;
6. Film Induced Tourism ”Set-Jetting” understanding what to do when the content is out in the public domain and how to maximise on the location

Modules to be covered

Locations Africa has developed a training program for the establishment of Film Commissions and offices and this is the framework we will use for the entry level municipal training. The commissions training is a set up in modules running over 12 weeks and are online, and so due to the limited time we have with the Municipal offices, we will not go into intense detail, but enough to ensure alignment of knowledge and understanding of the work the KZNFC does to understand the support needed.

The above training modules will achieve the desired requirements as per the Scope of work and from this the eBook will be developed in alignment to the level of training received.

  • 1. Offer a transfer of skills to government officials to prepare them to be able to assist filmmakers who wish to shoot within their municipalities.
  • 2. Improve participants knowledge of the expectations of the industry.
  • 3. Improve their skills and therefore improve their competitiveness in the market.
  • 4. Assist the municipalities in prioritising film within their services.
  • 5. Ensure Municipalities adopt the Film Friendly Bylaw.
